Buy 2 get 1 free on all games at Toys R Us (even 360)

That's right. All console and handheld games (PS2, XB, 360, GC, GBA, DS, PSP) are Buy 2 get 1 free at Toys R Us this week. The other nice thing is that if you spend more than $80 you get a $40 giftcard. So if you buy 2 360 games you pretty much get 1.75 games free.

Is this for online or also at retail locations?

This is not online, and only in select retail locations. They normally do the buy 2 get the 3rd thing twice a year, once in August and once in October or so. This is the first I've heard of the giftcard thing though.

Are you sure? Is this in the US? I looked at their circular on their website (for in-store promos) and there's no mention of this offer...

Yeah, I'm sure. They do all circulars nationally, so it's not advertised seeing as it's only at select stores. In those select stores there will be signage in the game section. Website-wise, they've just seperated from Amazon, which means that up until now the website has been a completely different store with their name on it. For now, it seems, they are still treating it that way.
